Submission to the United Nations Special Rapporteur on Belarus

SAR welcomes the invitation from the Special Rapporteur on the situation of human rights in Belarus to provide input for the 2026 Human Rights Commission report on the situation of human rights in Belarus. The following submission to the HRC comments on the condition of civil, political, socio-economic and cultural rights in Belarus, as well as the impacts of military attacks on the country, in relation to the right to academic freedom and attacks on higher education. It focuses on events in 2025, as well as prior years to help contextualize the current situation.
