Higher education communities are under attack at an alarming frequency. These attacks include violent bombings of university campuses and attempts to assassinate individual scholars. They also include imprisonment and prosecution, travel restrictions, expulsions, and other pressures on individual scholars, students, and their institutions. While attacks differ in region and scope, they share a common motivation: to punish and silence higher education communities, and to suppress ideas.

Free to Think 2018, this year’s edition of Scholars at Risk’s annual report of the Academic Freedom Monitoring Project, highlights the ongoing, severe pressures on the university space in Turkey, the detentions of Uyghur scholars and students in China, targeted attacks on scholars in Iran, pressures on student expression in Nicaragua, mounting tensions in the United States, and recent state-driven threats to institutional autonomy including in Russia and Hungary. Beyond documenting this global problem, the report lays the groundwork for action — by the higher education community, states, and civil society — to protect and secure the university space.
