As Senior Program Officer, North America, Chelsea is responsible for research related to SAR services for network member universities, colleges, and associations, with a particular focus on North America. Included in her responsibilities are services related to hosting threatened scholars, participation in advocacy activities, and workshops, research, and learning opportunities relating to the promotion of academic freedom and core higher education values. Prior to joining SAR, Dr. Blackburn Cohen was engaged in several research projects at the Wisconsin Center for Education Research (WCER) and the School of Education at the University of Wisconsin-Madison. She has authored and co-authored book chapters, peer-reviewed journal articles, and essays on topics such as the globalization of higher education, knowledge production, academic freedom, and qualitative data analysis. Blackburn Cohen has a PhD in Educational Leadership and Policy Analysis and a MS in Global Higher Education from the University of Wisconsin-Madison, and a BA in Writing from Carroll University.
