As Senior Program Officer, North America, Chelsea is responsible for research related to SAR services for network member universities, colleges, and associations, with a particular focus on North America. Included in her responsibilities are services related to hosting threatened scholars, participation in advocacy activities, and workshops and events relating to the promotion of academic freedom. Prior to joining SAR, Dr. Blackburn Cohen was engaged in several research projects at the Wisconsin Center for Education Research (WCER) and the School of Education at the University of Wisconsin-Madison centered on the globalization of higher education, academic freedom, academic capitalism, critical geography and qualitative data analysis, refugee resettlement, vocational education in China, and student career development. She has authored and co-authored book chapters, peer-reviewed journal articles, and essays on these topics. Blackburn Cohen has a PhD in Educational Leadership and Policy Analysis and a Master of Science in Global Higher Education from the University of Wisconsin-Madison, and a Bachelor of Arts in Creative Writing from Carroll University.
