On April 27, 2023, Kyrgyzstan’s Ministry of Education and Science was forced to evacuate its building due to a bomb threat. The threat occurred one day after 28 schools and universities were forced to temporarily close and evacuate due to emailed bomb threats (see report).

Later that day, the threat was proved to be false and the ministry was reopened. The identities of the attackers are unknown, however it is reportedly believed that the threats originated from email addresses registered in Ukraine and Russia.

Scholars at Risk is concerned about threats aimed at intimidating a government education institution and disrupting classes and campus life. Such actions undermine academic freedom. State authorities should take reasonable steps to respond to and prevent such attacks, including by investigating and holding perpetrators accountable.
