SAR’s Academic Freedom Monitoring Project investigates and reports attacks on higher education with the aim of raising awareness, generating advocacy, and increasing protection for scholars, students, and academic communities. Starting July 1, 2026, SAR no longer publishes reports for the incidents that it records. SAR continues to monitor and record incidents that will be used in the annual Free to Think report. This page provides a record of incidents reported up to that date. Learn more about the Academic Freedom Monitoring Project.

Date of Incident: April 23, 2025

Attack Types: Killings, Violence, Disappearances

Institution(s):Karachi University

Region & Country:Southern Asia | Pakistan

New or Ongoing:New Incident

On April 23, 2025, Pakistani intelligence services forcibly disappeared Javid Musafir Baloch, a law student at Karachi University and the chairman of the Baloch Students Front (BSF).

Javid was abducted from his residence in Karachi. His abduction came the day before another similar abduction of Gohram Ishaq, the BSF’s Secretary General of the Quetta Zone (see report).

The abduction follows a pattern of enforced disappearances of Baloch activists, professionals, journalists, and students, often carried out by Pakistan’s intelligence agencies, army, or Frontier Corps. Students are among the most commonly targeted of these groups.

Scholars at Risk is concerned about the enforced disappearance of a student. While state security forces have a responsibility to maintain security and safety, they must also respect international human rights standards, including by refraining from discriminatory actions against students based on their identities. In addition to harm to the immediate victims, the disappearance of students undermines academic freedom and democratic society generally.
