SAR’s Academic Freedom Monitoring Project investigates and reports attacks on higher education with the aim of raising awareness, generating advocacy, and increasing protection for scholars, students, and academic communities. Starting July 1, 2026, SAR no longer publishes reports for the incidents that it records. SAR continues to monitor and record incidents that will be used in the annual Free to Think report. This page provides a record of incidents reported up to that date. Learn more about the Academic Freedom Monitoring Project.

On September 14, 2025, Israeli forces detained over two dozen students and university personnel on the campuses of Hebron University and Palestine Polytechnic University.

Around midnight, Israeli forces detained over two dozen students and two deans at their homes and brought them to the campuses of Hebron University and Palestine Polytechnic University. The students and deans were blindfolded and handcuffed, held for around three hours, and interrogated. Israeli forces warned those present against holding “inciting” activities.

Scholars at Risk is concerned about the arbitrary detention of students and university personnel, apparently to prevent the exercise of freedom of expression and freedom of assembly, and about the use of university campuses for the purposes of interrogation. Detentions aimed at restricting or intending to deter the freedom of expression and assembly undermine academic freedom and democratic society generally. Moreover, state and non-state armed groups have a responsibility to refrain from occupying, using, or attacking higher education institutions, among other civilian objects.
